Sign of the times
When this issue was prepared, we didn't yet know that a series of hurricanes was about to ravage the Caribbean Sea and the Gulf of Mexico, but we had good reason to expect them: a matter of probability... As this issue's focus shows, the economic, financial, political and statistical opportunities offered by the environmental professions are many and varied. It's not just in finance that risk measurement and quantification have a future!
When we prepared this issue, however, we had no idea that the theme would be so topical. Of course, dealing with the current state of public services at a time when the French Post Office is being privatized allows us to look back in detail at the profound transformations that public services 'à la française' are undergoing. In particular, we are delighted to open our columns to Jean-Paul Bailly on this occasion.
However, it was indirectly that the question of public service crossed the path of Ensae alumni at the end of the summer, when we learned of the decision to move part of the public statistics department to Metz. A number of alumni are concerned about the risks this poses to the 'public service of figures'. The Board, for its part, is more directly concerned by the impact of this relocation on the future of Ensae.
The entire Board, elected at our AGM last June, joins me in wishing you all a happy back-to-school season, and happy reading.
