At the end of 2011, France opened its open data portal data.gouv.fr, designed for the public dissemination of data produced by its administrations and public establishments. In doing so, France has joined the United States, Canada, the Netherlands and a number of other countries in this open data initiative.
This initiative holds out the promise of greater citizen ownership of public action and debate, as well as new ways for companies to create value.However, if it is to bear fruit, open data must also be thought through and organized by the data producers, i.e. government agencies and statistical institutes, even as it calls into question their position in the economic and civic landscape.
What strategy should the government's statistical services, and INSEE in particular, adopt? How can we reconcile the need for immediacy with the time it takes to produce data, the desire for transparency with the need to secure sensitive data? What are the opportunities and challenges for users and professionals wishing to develop solutions based on this data?
